The new Regulations “On the Radio Frequency Service” were established by the Deсree of the Government of the Russian Federation № 279 of 03.05.2005 and complemented by the Deсree of the Government of the Russian Federation № 213 “On some issues of the Radio Frequency Service Activities” dated 27.03.2008.

The Radio Frequency Service is an integrated system and comprises the General Radio Frequency Centre FSUE (Federal State Unitary Enterprise) and radio frequency centers FSUE (federal state unitary enterprises) of Russia's federal districts. 

The main function of the Radio Frequency Service is ensuring organizational and technical activities for the proper use of radio frequencies and radio frequency channels by radio-electronic facilities and civil HF devices throughout the territory of the Russian Federation and on the territories under the RF jurisdiction.

The Radio Frequency Service carries out supervision over emissions of radio-electronic facilities and high-frequency devices, provides proper use of radio frequencies and radio frequency channels, radio-electronic facilities and high-frequency devices, assistance in international legal protection of radio frequency assignments.

The General Radio Frequency Centre is responsible for:

  • radio monitoring;
  • calculations of radio electronic facilities EMC including those of foreign countries with radio electronic facilities of the Russian Federation;
  • development of plans of territorial deployment of radio electronic facilities with regard to their frequencies;
  • expertise of the possibility of filed radio electronic facility use and their EMC with the operating and planned radio electronic facilities as well as drawing up of findings concerning the results of the expertise;
  • determination of the necessity of the international coordination procedure;
  • expertise of documents necessary for the international legal protection of frequency assignments;
  • participation in the development of norms regulating the EMC of radio electronic facilities (frequency-territorial separation limits);
  • work on generation of identification call signs;
  • creation of a unified automated system of gathering, processing, recording and storage of data on frequency assignments for radio electronic facilities and identification call signs as well as ensuring the operation of this system;
  • arrangement of research and experimental works in the sphere of the employment of radio frequencies,  radio electronic facilities and high-frequency devices;
  • information of radio frequency spectrum users on suspensive veto on operation of radio electronic facilities by order of the Federal Communications Agency;
  • expertise of technical specifications for the development of radio electronic facilities and high-frequency devices and performance specifications for their serial production with regard to their EMC requirements;
  • measuring of electromagnetic fields to determine service areas of radio electronic facilities;
  • tests of radio electronic facilities EMC (field tests).

Note:
The State Radio Frequency Service was established by the Decree of the Government of the Russian Federation № 1002 of 25.12.2000 On the State Radio Frequency Service under the Ministry for Communications and Informatization of the Russian Federation. The Radio Frequency Service comprises the General Radio Frequency Centre FSUE, radio frequency centers FSUE of Russia's federal districts and branches in each constituent territory of the Russian Federation. The total staff of the Radio Frequency Service exceeds 3,000 persons.
