The General radio Frequency Centre participates in fulfillment of work in the framework of international coordination  of frequencies and frequency channels to radio electronic facilities  and in registration of these assignments in the ITU, prepares for the Telecommunications Administration of the Russian Federation the documents concerning the use of radio frequencies and radio frequency channels or high-frequency devices.

The interaction of the Radio Frequency Centre with international and regional organizations is carried out on the basis of the plans of international and regional organizations for preparation for WRCs as well as on examination of current study issues included in the program of ITU and CEPT WGs.

When preparing for the meetings and directly at the meetings of international and regional organizations the staff of the General Radio Frequency Centre carries out the work which reflects the interests of the Telecommunications Administration of the Russian Federation in the ITU and CEPT documents, developing the corresponding proposals in respect of the position of the Russian Administration. Furthermore the General Radio Frequency Centre specialists representing the Russian Administration protect the interests of the Russian Federation in the works dealing with determination and modification of frequency assignment coordination procedures, examination of technical reports, calculation methods and questionnaires in respect of radio spectrum regulation.

Officials of the General Radio Frequency Centre have been holding the elective offices in ITU and CEPT for many years.

• Since the may 2009 Mr. A. Klyucharev, the representative of the Administration of the Russian Federation, the deputy head of division of the International  cooperation department of the General Radio Frequency Centre holds a post of the chairman of the CEPT SE21 “Unwanted emissions”. 
• Since the autumn of 2006 Ms. Yu. Averochkina, the representative of the Administration of the Russian Federation, the head of division of the International cooperation department of the General Radio Frequency Centre holds a post of the vice-chairman of the CEPT WGRA (regulatory issues). 
• In 2007 the elections of the chairmen and vice-chairmen of ITU-R Study groups were held. The representative of the Administration of the Russian Federation was nominated for the elections of the vice-chairman of the SG5 “Terrestrial services” on behalf of the Administration of the Russian Federation with the support of the RCC member countries. In the course of Assembly 2007 Mr. A.Klucharev, the deputy head of division of the International cooperation department of the General Radio Frequency Centre was elected the vice-chairman of the SG5 “Terrestrial services”.

On behalf of the Administration of the Russian Federation the General Radio Frequency Centre takes the active part in preparation and activities of the delegation of the Russian Federation in the meetings of the World and Regional Radiocommunication Conferences, Radiocommunication Assemblies as well as in the activities of the ITU, CEPT, RCC.

Mr. K.A. Chertkov, Director of the General Radio Frequency Centre, Mr. L.Mikhalevskiy, Deputy director of the General Radio Frequency Centre and other specialists of the General Radio Frequency Centre take the active part in preparing to the World Radiocommunication Conference, 2012. They took the active part in the Conference Preparatory Meeting (CPM -11-2). It should be noted that the officials of the General Radio Frequency Centre participated in the Russian delegation held the posts of vice-chairmen of Committees, chairmen of working groups and were charged with the some issues of the Agenda.
